Ms Denise Phua

Mayor, Central Singapore District
Member of Parliament, Jalan Besar GRC


Denise Phua Lay Peng is the Mayor of Central Singapore District and a Member of Parliament (MP) in the Jalan Besar GRC. She is also the President of Autism Resource Centre (Singapore) and a Board member of the Autism Association Singapore. She supervises 2 special schools, the Pathlight School—which she co-founded—and the Eden School.

As an MP, Ms Phua has focused on advocating for the vulnerable, especially for persons with disabilities and those from lower-income and lower-skilled backgrounds. Ms Phua is one of the architects behind Singapore’s three 5-year Enabling Masterplans which chart services and programmes for persons with disabilities.

Prior to her current portfolio, she acquired more than 20 years of corporate management experiences in Hewlett-Packard, the Wuthelam Group and founded the Centre for Effective Leadership (Asia), a regional training and consultancy firm.

Dr Gerard Ee Hock Kim

Dr Ee is currently the Chairman of the Agency for Integrated Care Pte Ltd and Charity Council. He also serves as Advisor of the Institute of Singapore Chartered Accountants (ISCA).

He is also a Fellow Chartered Accountant of Singapore with ISCA. He started his career as an accountant in 1974 and became a public accountant in 1976 until his retirement as a partner of Ernst & Young in 2005. Dr Ee was also a Board Member of the Singapore Accountancy Commission, under the ambit of the Ministry of Finance. On an international front, Dr Ee serves as the Vice President of the ASEAN Federation of Accountants (AFA).

He was the President of the National Council of Social Service, National Kidney Foundation and was also a Board Member of the Accounting and Corporate Regulatory Authority and Council Member of the Accounting Standards Council. Dr Ee was the Chairman for Public Transport Council, Council for Third Age and the Singapore Institute of Management.

Ms Rahayu Mahzam

Senior Parliamentary Secretary, Ministry of Health & Ministry of Law

Rahayu Mahzam is currently the Senior Parliamentary Secretary at the Ministry of Health and Ministry of Law. She has been a Member of Parliament representing the Jurong Group Representation Constituency since September 2015. Prior to her appointment as Parliamentary Secretary in September 2020, Rahayu was a lawyer, specialising in family law.

Rahayu has introduced many social programmes in Bukit Batok East to help families, support students and uplift women. Her initiatives with volunteers have also led to Bukit Batok East being recognised as a Dementia-Friendly Community in Singapore.

In Parliament, Rahayu has championed the interests of the special needs’ community, youth development, as well as efforts to empower women and preserve a strong, multi-racial and multi-religious community.

She is Deputy Chairperson of the REACH Supervisory Panel and sits on the OnePeople.SG Executive Committee and the National Youth Council. She leads the M3 Youth empowerment and mentoring efforts in the Malay/Muslim community and was one of the co-chairs leading the efforts of the Conversations on Women’s Development.

Rahayu also co-chairs the Singapore Together Alliance for Action to tackle online harms, and is involved in the Child and Maternal Health & Well-being as well as the Inter-agency Taskforce on Mental Health and Well-being.
